ECHO Detailed Facility Reports as a pre-call checklist for environmental BD

How environmental BD desks use EPA ECHO Detailed Facility Report pages as a pre-call research checklist around SNC/HPV and formal-action flips, without treating DFR content as legal advice.

A weekly ECHO flip without a Detailed Facility Report (DFR) is a name on a spreadsheet. The DFR is the page EPA publishes for that registry ID — inspections, program flags, last formal action, last penalty when present, and links into the source systems. For a contractor or law-firm BD desk, it is a pre-call checklist, not a brief and not a Phase I.

This note is how to read that page in ten minutes before you dial. It is not legal advice, not EPA guidance, and not a determination you can quote in a proposal. Record of Sale, LLC operates SNCAlert; questions go to publisher@noticenearby.com.

Why the DFR is the call, not the email footer

SNCAlert’s paid list includes the DFR link because the Exporter snapshot is a diff, not a case file. The zip tells you the flag or date moved this Saturday. The DFR tells you whether the story you were about to tell still exists when a human opens echo.epa.gov.

Three failure modes show up when desks skip it:

  1. The spreadsheet and the interactive report disagree. Warehouse columns lag. If the DFR still shows current SNC while your row says clear — or the reverse — wait a cycle. Do not argue with the page the prospect will open.
  2. Wrong statute in the first sentence. CAA HPV, CWA SNC, and RCRA SNC are different offers. The DFR shows which programs actually have data. Prioritize by media after you look, not before.
  3. A quiet flag with a loud docket. A “new SNC” row can sit next to a last-formal-action date that is the real reason finance will take the meeting. Formal actions as a sales signal is the docket layer. The DFR is where you confirm it.

The public homepage teaser is name and state only. Street, NAICS, program, penalty dollars, and the DFR stay on the subscribed desk so the internet is not a skip-trace. Do your checklist there.

What a DFR is (and is not)

EPA’s DFR help describes the report as a compiled view of enforcement and compliance data. It is still ECHO: lagged, incomplete, and not a substitute for the source system or a site visit.

It is not:

Use the operator and facility identity on the DFR. If the address is thin, say so in the email and still send the link.

A ten-minute pre-call checklist

Work top to bottom. Write one sentence per box. If you cannot fill the box, do not invent it.

1. Identity and geography

Confirm facility name, city, state, and registry ID match the row you intend to call. Sister plants share owners and confuse interns. A CWA SNC at the mill and a RCRA row at the recycler are one relationship only after you prove it on two DFRs, not because the names look similar.

2. Which media actually appear

Note CAA, CWA, and/or RCRA. If you do not sell that statute, stop. A wastewater shop calling an air-only HPV wastes the only first impression you get. The SNC vs HPV page is the label check: HPV is the air word; SNC is water and waste.

3. Status this snapshot vs last

You are on the phone because the Exporter diff said something newly appeared — entry into SNC/HPV, a new formal-action or penalty date, or a clear. On the DFR, confirm the current flag still matches that story. If it does not, park the call.

An entry flip and a clear are different scripts. Do not use the emergency opener on a return-to-compliance row.

4. Last inspection

Write the date and program, if shown. A recent inspection plus a new SNC is a different conversation than a flag with no inspection in five years. You are not interpreting the inspection. You are deciding whether the operator has a live regulator conversation.

5. Last formal action

If a formal-action date is new in this week’s zip, that is often the better lead than the status flag. If the date is old and only the flag flipped, say that honestly: “the warehouse newly showed SNC; the last formal action on the DFR is [year].”

6. Last penalty amount

If a dollar figure is published, treat it as how public the problem became, not as the owner’s total cost and not as a quote of future fines. If the field is blank, leave it blank. The penalty exposure estimator is for stack-framing a watchlist, not for putting a fake number in an email.

7. What you will not say

No “EPA just fined you” unless the published record actually supports a penalty sentence. No “you are out of compliance as a matter of law.” No Phase I language. No EPA logo. Send the DFR URL so the reader is one click from EPA’s page.

How the checklist changes the email

Bad: “We saw you on an SNC list. We can help.”

Better: “This week’s ECHO Exporter snapshot newly shows a CWA SNC flag at [facility]. The DFR we opened still lists that water program and a last formal action in [year]. We do wastewater compliance work. Here is the report. This is not EPA advice and not a legal conclusion.”

You have named one media, one status, and one docket fact you actually saw. That is a pre-call, not a lecture.

If two registry IDs share an owner, one email. Mention the sister site only after both DFRs are open. A multi-state watch without DFR checks is how you double-tap the same EHS lead.

Cadence: Saturday snapshot, Monday DFRs, then dial

Do not live-refresh the DFR all afternoon hoping the flag changes. Diff the Exporter once a week. On Monday, open DFRs for the rows you will touch — program-split, then docket-first. Tuesday is for the ones that disagreed with the zip.

SNCAlert emails the list after ingest. The DFR link is there so the desk does not paste Exporter columns into Outlook and call it research. Starter is three states; Pro is nationwide. Limits

ECHO lags. DFRs lag. Source systems disagree with both. A checklist does not make the warehouse complete. HPV is not SNC. A published penalty is not a valuation. The product is not Phase I ESA and is not endorsed by EPA.

Do not scrape personal phone numbers to fill gaps the DFR left. Write to the operator on the report.
